Notes/Domino 6 and 7 Forum : Policies and calendar oddities

I set up a Setup policy so that:

Calendar view starts on: Sunday
Date picker starts on: Sunday
Popup calendar starts on: Sunday

I then killed my notes.ini and launched Notes to create a new notes.ini. When Notes created it it put in:
WeekStart=1
ViewWeekStart=|1
NavWeekStart=|1
Yes it put in the "|" character.

Now I look at my calendar and the month veiws start on Monday! And if I look in the Preferences - User Preferences it shows:
Calendar view starts on: Monday
Date picker starts on: Sunday
Popup calendar starts on: Sunday

If I don't change anything but click OK (esentially saving), my notes.ini is changed to:
WeekStart=1
ViewWeekStart=2
NavWeekStart=1
No more "|" character and ViewWeekStart=2

I now edit and save my Default_Desktop policy that I have set up to:
Calendar view starts on: Sunday
Date picker starts on: Sunday
Popup calendar starts on: Sunday

Now when I log in I get the policy and it sets my Notes.ini to:
WeekStart=1
ViewWeekStart=|1
NavWeekStart=|1
Back to the "|" again!!

Thus my calendar is still set to Mondays.

Ideas?
